LOCAL EMERGENCY ORDER
VILLAGE OF CORNWALL-ON-HUDSON
WHEREAS, there exists the possibility of vandalism and destruction of property beyond the scope of ordinary Halloween merriment and pranksterism as determined by Village officials and police officers; and
WHEREAS, evidence that such destructive acts have occurred and threaten to continue is apparent at this time and prompt action specifically aimed at the source of such threatened and actual damage is required to minimize damage and protect the public health, safety and welfare.
NOW, pursuant to the authority invested in the office of the Mayor of the Village of Cornwall-on-Hudson, as Chief Executive pursuant to Executive Law §24, be it
ORDERED, that a state of local emergency is proclaimed within the corporate limits of the Village of Cornwall-on-Hudson. The state of emergency shall be effective Friday, October 31, 2025 at 8:00 PM through Saturday, November 1, 2025 at 5:30 AM, unless rescinded or modified; and
ORDERED, that a curfew for all persons under the age of 18 years during such state of local emergency between Friday, October 31, 2025 at 8:00 PM through Saturday, November 1, 2025 at 5:30 AM, is hereby declared, except for such persons who are traveling to or from bona fide employment, or traveling to or from an authorized school activity, or on an errand concerning medical or other emergency;
ORDERED, that all persons during such state of local emergency shall refrain from the following conduct between the hours of Friday, October 31, 2025 at 8:00 PM through Saturday, November 1, 2025 at 5:30 AM:
(1) Presence in or upon public streets or other public areas in groups larger than five persons. Presence in or upon private property in groups larger than five persons without authorization from property owner.
(2) Presence in or upon public streets or other public areas while in possession of shaving cream, eggs, soap, rocks, toothpaste, spray paint, flammable or combustible liquids, or any other items which may be used for vandalism.
(3) Presence in or upon a public street or other public area with a group of any size, where one member of group is in possession of any items described in number (2) above. Likewise, presence in or upon any private property without authorization from the owner in a group of any size, where one member of group is in possession of such items described in (2) above.
ORDERED, any person knowingly violating this order be subject to arrest pursuant to Executive Law §24(5); and
ORDERED, that this order be executed in triplicate and be published, transmitted and filed pursuant to Executive Law §24(3).

In late 2024, the Cornwall Yacht Club generously donated a plaque to the Village of Cornwall-on-Hudson highlighting the Hudson River wreck of the Armistead — a World War I–era ship built to transport U.S. troops and supplies to Europe. After being decommissioned, the ship was intentionally grounded and later used as a breakwater for the CYC marina. On October 24th at 4:30 p.m., the Village will dedicate and unveil the plaque near the riverfront gazebo at Donahue Memorial Park, where visitors can learn more about this fascinating piece of history. Thank you to the Cornwall Yacht Club for helping us honor and share this unique part of our local history.
The Seneca Chief is set to dock at the Cornwall Yacht Club in Cornwall-on-Hudson on Thursday, October 23, 2025.
“When the Seneca Chief reaches a port, the public can experience free, family-friendly activities that bring canal history to life. While docked, the vessel becomes a floating museum that allows you to step aboard to explore recreated cabins, view historical artifacts, and engage with interactive exhibits that illuminate the canal’s cultural, economic, and environmental significance - including the contributions of Indigenous communities. On shore, the Buffalo Maritime Center will host special events, educational programs, and hands-on wooden boatbuilding activities for all ages.”
The Buffalo Maritime Center’s Erie Canal Boat Seneca Chief departed Buffalo, NY on September 24th, embarking on a statewide Bicentennial Voyage that invites the public to commemorate the Erie Canal’s enduring legacy. APPLE TIME FAIR: SATURDAY, OCTOBER 18, 2025 FROM 9:00am till 2:00 pm.
The Cornwall Presbyterian Church, 222 Hudson Street, Cornwall-on-Hudson, N.Y., will be holding its’ annual, Apple Time Fair, at the Church. Cornwall-on-Hudson PD officers will be assisting with both vehicular/ pedestrian traffic in front of the Church during the event.
VILLAGE WIDE YARD SALE: SATURDAY, OCTOBER 18, 2025, FROM 9:00AM till 4:00PM.
The annual, Village Wide Yard Sale, will be taking place throughout the Village. Please be aware of the increase in both vehicular/ pedestrian traffic in the Village.
ANNUAL COLOR BASH RUN: SUNDAY, OCTOBER 19, 2025, FROM APPROXIMATELY 1:50PM till 3:00PM.
The annual, Color Bash Run, sponsored by the Cornwall Youth Committee, will be taking place beginning and ending at Donahue Farm, #42 Bayview Avenue, Cornwall-on-Hudson, N.Y.
