Mayor's Message
Tuesday, January 27, 2026
Dear Village Residents and Business Owners, Our DPW team has been working tirelessly for more than 32 hours straight (since 6:00 a.m. Sunday) to keep our roads clear, and they have now moved onto clearing municipal parking lots and sidewalks. As a friendly reminder, Village Code §135-8 places responsibility on property owners and occupants to keep adjoining sidewalks clear of snow and ice. However, as a long-standing courtesy dating back to the late Mayor Moulton’s administration, the Village has helped with sidewalk clearing and will continue to do so. With the amount of snow we received, we truly appreciate everyone’s patience as we work to make the Village safe and walkable again. Thank you for your understanding and support. Warm regards, Jim
ATTN: VILLAGE OF CORNWALL-ON-HUDSON RESIDENTS, FAMILIES AND GUESTS:

Dear Village of Cornwall-on-Hudson residents,
Tuesday’s winter storm, blessedly, was not as paralyzing as some forecasters had anticipated. Regardless, the greater Cornwall area received upwards of 10.4”. The Village’s Department of Public Works did their per usual job of keeping our roadways clear and ensuring our safety on the roads. These crews deserve a lot of credit. It is a small department and they get the job done.
Several residents had reached out to me regarding clearance of snow from sidewalks around the Village. Their valid concerns were from a public safety aspect – pedestrians (especially COHES school kids) having to veer off the uncleared sidewalks and into the roadway while on foot.
I wanted to ensure that everyone is well versed in our Village code regarding snow and ice removal from sidewalks. Per Village code, § 135-8, the duty to keep sidewalks clear of snow and ice falls on the respective homeowner or business. This includes any/all sidewalks adjoining such properties and for the “full paved width of such sidewalk.” Now, historically, the Village – as a courtesy – has endeavored to clear all sidewalks as soon as the roadways, parking spaces, and municipal lots have been cleared of snow and ice. It’s a process and takes time. But our policy to courtesy-clear sidewalks as soon as possible around the Village remains in effect.
However, please note that by code, § 135-9 (time limit for removal), residents and businesses have “24 hours after the end of a snowfall” to clear sidewalks adjoining their property. Also, by code, § 135-11 (removal by Village), the DPW Superintendent can provide notice to a violative property owner and require remediation within four hours. Via code, § 135-12 (cost of removal), property owners could be charged “a bill for the removal of snow,” issued by the Village Clerk.
Again, please know that under this administration, Village will continue longstanding tradition to assist residents and business owners by helping remove snow from sidewalks. Please be patient with us as we work through the priority matrices. The Village Board simply felt it imperative to better educate all of us – myself included, as I had to research – as to Village’s responsibilities.
On behalf of your Village Board,
James A. “Jimmy” Gagliano
Mayor
Just a reminder with the snowstorm we are asking Village residents to assist us by removing your vehicles from the roadway as per Village code 154.34 Vehicle and Traffic Law. This will allow our crews to efficiently clear the full width of the roadways. It takes our DPW crew approximately 4 to 5 hours after the snow fall has ended, to complete the cleanup. All vehicles parked on Village roadways should be moved once we hit 2.5 inches.
Thank you for your cooperation in this matter.
Wayne Yeoman, Department of Public Works

Remember to file your 2020 Census questionnaire. If you need help, please call this toll-free number: 1-844-330-2020.
In addition to our health professionals and first responders, let’s be sure to thank our food workers, supermarket staff and postal workers.

Village Folks:
A new month, with hopes that we will see some progress in how New York State deals with COVID-19. The pause button is still on until Friday, May 15.
Today, Governor Andrew Cuomo announced schools would not re-open this school year. Seniors will be graduating, however, and yard signs congratulating 2020 graduates are popping up. Our school district has a new superintendent. Terry Dade, from the Rochester school district, will start in July. Best wishes to Neal Miller, who served the district for seven years.
Village Hall doors remain closed while we provide essential services; our boards will continue to hold meetings virtually. If you have questions, contact us at 534-4200 or info@cornwall-on-hudson.org. Our website is www.cornwall-on-hudson.org.
So, some more ideas on what to do as the stay-at-home protocol continues. Hudson Highlands Nature Museum, with locations in the Village and the Town of Cornwall, provides places to visit, activities to try and animals to see at its website: www.hhnm.org. With spring here, you may want to start a flower and/or vegetable garden. In addition to offering beauty and edibles, gardening burns 135 calories in 30 minutes and releases hormones that improve one’s frame of mind.
The Storm King Mountain trailhead has been quite busy lately. Scenic Hudson, which owns the trailhead, requests that hikers return at another time if the parking lot is full.
When you can, please continue ordering take-out food to support our local businesses. And to our ever-expanding list of people we are grateful for, let’s add postal workers.
As we continue to cope with the pandemic, let’s help each other day by day.
