  Mayor’s Message (NY Forward Grant – Public Input Survey Edition)

  Dear Cornwall-on-Hudson residents, neighbors, and friends:

  One of the things I am supremely proud of as an elected leader is fact that our Village Board and the Cornwall Town Council seek to find ways to better collaborate and jointly improve our greater Cornwall community. That said, Town Supervisor Wojehowski asked me to share this conjoined NY Forward grant application effort with Village residents.

  NY Forward is a new State-funded program that provides support for the revitalization of New York State’s smaller and more rural communities in order to reinvigorate local and regional economies by creating vibrant downtown destinations, all while preserving the unique characteristics of each individual community. What an honorable pursuit!

  Via this NYS program, we have the unique opportunity to secure up to a $4.25 Million grant to be split equally between the Town of Cornwall and the Village of Cornwall-on-Hudson. As part of our continued, joint effort to serve our community’s diverse needs, we know how critical it is to include you – our community stakeholders -- in this process.

  The more input we receive from the community, the better we can craft efforts designed to make greater Cornwall the most desirous place to live, work and raise our families. Although we will be prioritizing those initiatives that are most important to our community, we will seek to ensure that ALL submitted offered ideas are fairly evaluated and considered. Even if ideas do not meet NY Forward’s requirements, we will be sure to appraise the shared feedback as part of our ongoing community development efforts.

  The following survey should take no more than 10-15 minutes to complete, dependent upon the amount of ideas and feedback you elect to provide. Please respond to these survey questions with 1-2 sentences where possible.

  RESOLUTION ADOPTING SOLAR MORATORIUM (EXTENDED)

  Local Emergency Order

  LOCAL EMERGENCY ORDER
  VILLAGE OF CORNWALL-ON-HUDSON

   

  WHEREAS, there exists the possibility of vandalism and destruction of property beyond the scope of ordinary Halloween merriment and pranksterism as determined by Village officials and police officers; and

  WHEREAS, evidence that such destructive acts have occurred and threaten to continue is apparent at this time and prompt action specifically aimed at the source of such threatened and actual damage is required to minimize damage and protect the public health, safety and welfare.

  NOW, pursuant to the authority invested in the office of the Mayor of the Village of Cornwall-on-Hudson, as Chief Executive pursuant to Executive Law §24, be it

  ORDERED, that a state of local emergency is proclaimed within the corporate limits of the Village of Cornwall-on-Hudson. The state of emergency shall be effective Monday, October 31, 2022 at 8:00 PM through Tuesday, November 1, 2022 at 5:30 AM, unless rescinded or modified; and

  ORDERED, that a curfew for all persons under the age of 18 years during such state of local emergency between Monday, October 31, 2022 at 8:00 PM through Tuesday, November 1, 2022 at 5:30 AM, is hereby declared, except for such persons who are traveling to or from bona fide employment or traveling to or from an authorized   school   activity, or on an errand concerning medical or other emergency;

  ORDERED, that all persons during such state of local emergency shall refrain from the following conduct between the hours of Monday, October 31, 2022 at 8:00 PM through Tuesday, November 1, 2022 at 5:30 AM:

  1. Presence in or upon public streets or other public areas in groups larger than five persons. Presence in or upon private property in groups larger than five persons without authorization from property owner.
  2. Presence in or upon public streets or other public areas while in possession of shaving cream, eggs, soap, rocks, toothpaste, spray paint, flammable or combustible liquids, or any other items which may be used for vandalism.
  3. Presence in or upon a public street or other public area with a group of any size, where one member of group is in possession of any items described in number (2) above. Likewise, presence in or upon any private property without authorization from the owner in a group of any size, where one member of group is in possession of such items described in (2) above.

  ORDERED, any person knowingly violating this order be subject to arrest pursuant to Executive Law §24(5); and

  ORDERED, that this order be executed in triplicate and be published, transmitted and filed pursuant to Executive Law §24(3).

  Cornwall NY Forward

  What is New York Forward?

  The NY Forward (NYF) program, announced by Governor Hochul in 2022, is a program designed to invigorate and enliven downtowns in New York’s smaller and rural communities – the types of downtowns found in village, hamlets, and other small, neighborhood-scale municipal centers. The goal is to transform downtowns into vibrant, flourishing neighborhoods focused on sustainable economies and development to create areas where the next generations of New Yorkers will want to live, work, and raise a family.
  Each New York State Regional Economic Development Council (REDC) nominates two or three communities for the NYF award. This award intends to fund projects for redevelopment, job creation, public improvements, and business and housing opportunities.
  In February 2023, the Town of Cornwall and Village of Cornwall-on-Hudson were selected as one of the NYF awardees to receive $4.5 million.
  A six-month planning process will link the community’s vision, goals, and revitalization strategies to specific projects that have the potential to revitalize downtown Cornwall. This process will be guided by a Local Planning Committee (LPC), which consists of local and regional leaders.

  What kinds of projects are eligible for NYF funding?

  Projects selected for NYF funding should advance the program’s goal of catalyzing the development of an active downtown, enhancing public spaces, and growing the local economy.
  An open, community-based planning process has been created to promote innovation and creativity within the project application timeline.
  A Call for Projects will be issued June 16 and explain the eligibility requirements for potential projects. The LPC will select a slate of projects for inclusion in the NYF Strategic Investment Plan, which will be submitted to the multi-agency State NYF program for final funding decisions. LPC meetings will be open to the public and will be livestreamed.
